MALAYSIA REDD PLUS SAFEGUARDS INFORMATION SYSTEM (SIS)

Malaysia became a Non-Annex I Party to the United Nations Framework Convention on Climate Change (UNFCCC) when it ratified the Convention in 1994. Malaysia then joined the Kyoto Protocol and the Paris Agreement in 2002 and 2016 respectively. REDD Plus plays an important part in the Convention’s national-level implementation of mitigation activities, especially for Non-Annex I Parties like Malaysia. Parties implementing REDD Plus are required to conform their activities to a set of seven safeguards, known as the ‘Cancun Safeguards’, and to provide information on how these safeguards are addressed and respected throughout the implementation of REDD Plus activities.

As part of its efforts to implement REDD Plus, Malaysia has developed the Malaysia REDD Plus Safeguards Information System (MY-SIS) through a series of consultations. MY-SIS is one of the key components to demonstrate Malaysia’s readiness to implement REDD Plus and to be eligible to apply for results-based payments (RBPs) based on actions that have been fully measured, reported and verified (MRV). Accordingly, MY-SIS has two primary purposes, namely (a) to ensure the sustainable management of Malaysia’s natural forest, and (b) to meet the UNFCCC requirements for RBPs.

The REDD Plus framework supports the role of Malaysian forests in climate change mitigation, contributing to the reduction of greenhouse gas (GHG) emissions. By implementing eligible REDD Plus activities in Malaysia, the conservation and protection of forests can provide prolong ecological services, which support the environmental integrity that can provide adaptation benefits for society.
